Foreign donors have spent tens of millions of dollars building hospitals in Afghanistan that have never seen a patient. A total of 19 new foreign-funded hospitals are due to come online within two years, but the government of Hamid Karzai cannot afford to run any of them. The Chinese-built and funded Jumhoriat hospital requires $44m in repair work, but that is almost one-third of the Central Asian nation's entire $135m annual health development budget.
